Generally, this is why Nostr’s model is better, where there’s no central control, but then that’s attracted a very bitcoin-heavy audience, which I’m not a fan of.

This bot just works by collecting general location on the official Bluesky client and applying that mod label if you’re in that area.
BUT, again, anyone with another client on atproto/Bluesky could continue to use 2/6
